The vehicle release can ONLY be processed to the registered owner, per the DMV, or to someone with notarized written authorization from the registered owner.
A government-issued ID from the registered owner must be provided.
or
If the registered owner is currently incarcerated at the “Orange County Sheriffs Jail”, you must obtain an “inmate vehicle release form” from the facility, and it must be witness-signed by an employee with the Sheriff’s Office.
2) Proof of valid AND current registration for the vehicle.
If the DMV provides you with an “incomplete application” printout/receipt, you MUST provide both pages of the printout (top and bottom). The ONLY listed “pending items” that are allowed are
SMOG required, brake & light inspection, VIN verification. * You must clear any paperwork/title items or pay any listed fees due and obtain a new printout from the DMV without those items listed.
AND
You must provide a valid DMV form REG172 – VEHICLE MOVING PERMIT
3) At least 1 person who has a valid driver’s license must be present.
The person with a valid driver’s license must be present.
AND
If the registered owner does not have a valid driver’s license, the owner must provide his/her identification and submit two valid driver’s licenses of the two people who will accompany them to pick up the vehicle. Unless the R/O and their driver arrive by alternate means.
4) If the register owner is not available to pick up the vehicle, the owner may submit a signed and notarized letter authorizing someone else to pick up the vehicle on their behalf by a notarized letter. The letter must contain the following statement:
“I (Registered owner) authorized the release of my vehicle (Year/make/model/license plate number) to (name of driver and driver license number of the person picking up the vehicle). The letter needs to be signed and stamped by the notary.
